Title: Supporting Preparation of the Three Year Interim Development Plan

Abstract: As Nepal is undergoing a period of political transition that may last for a period of 2-3 years, the government is planning the Three Year Interim Plan (TYIP) instead of the regular five-year plans. Upon the request of the Government of Nepal (GoN), the Asian Development Bank (ADB) provided technical assistance (TA) for the preparation of TYIP and New ERA implemented this TA under a contract with ADB/Manila. The time period of this project is from March 2007 to February 2008. The main objective of this project was to provide TA in the preparation of TYIP to the National Planning Commission Secretariat (NPCS).

A team of 16 experts in various fields of development identified by the NPC is providing the TA. The TA team undertook field visits and consultation meetings with the rural population of Nepal, which can be considered a valuable source of data as most of the rural population falls under the targeted communities of the TYIP. In order to finalize the Approach Paper as well as the TYIP, consultation meetings with the concerned personnel of various ministries were carried out by the TA team members. Similarly, workshops and seminars were also organized in order to implement the participatory approach in preparation of the TYIP.
